THE PROJECT FOLLOWS
HISTORY & LOCATION
Uttaranchal was the Northwestern part of the erstwhile state of Uttar Pradesh. The birth of this new state was the result of a social struggle by the native women against constant neglect by previous governments. Extremely difficult living conditions are a result of this neglect. The absence of industry is felt. Employment opportunities are few. Some villages are inaccessible being away from main highways and are devoid of motor-able roads. Land holding of farmers is small. Monkey and stray cattle problems exist. Water supply for irrigation is scanty. Work culture amongst men folk warrants lesser output of labour.
EXISTING FARM PRACTICES:
Farmers under this existing money order economy (subsistence economy) just about grow their native food grains like mandwa, kulat, tur, wheat, rice, jhingora, green vegetables which are barely enough for their own domestic consumption. Very few have grown orchards. NEED FOR HERB FARMING:
Considering the aforesaid existing conditions the government of this newly formed state has accorded top priority to herb farming. It therefore becomes important to select the right herb which will give the farmers a decent earning to enable them to buy grains from the farmers of the plains and give them some savings/surplus income.
WHY THIS HERB WAS CHOSEN:
With over three years of experimentation it was found that Rosemary is the right herb to grow. Why?… It’s cultivation is equivalent to growing an orchard.The plant grows into a 5-6 ft high shrub with a life span of fifteen years. It’s irrigation requirements are minimal It is disliked by stray cattle and monkeys. It has an international market with an ever increasing demand. The lower quality herb with lesser essential ingredients can be utilised for making an aromatic volatile oil through a much cheaper distillation process. We have a confirmed offer of purchase from a 100% Export Oriented Unit.
AGRONOMICS 1 :
The plant takes 3-6 months to give it’s first harvest. It’s optimum harvest output takes one year. The plant can give three harvests per annum The average return per plant is about 1.5-2 Kgs in three years attaining a height of 3 ft. Minimum guaranteed buy back price is Rs.10-15 per Kg
AGRONOMICS 2:
This rate applies to good quality harvest Second grade crop is used for making Rosemary oil by the cheaper distillation process for the domestic market. Rosemary oil is used as a flavour,fragrance essence in cooking, as a nerve soother by Health Spas as a massage oil etc.
AGRONOMICS 3:
The cost of the plant to the nursery is Rs.3.50 Training in bed preparation, soil enrichment, plant care,harvesting, packaging, transporting etc is provided by the applicant (society) Opportunity to set up a Village Level Industry is created.
LAND & PLANTINGS:
On an average 5 terraces are owned by a family each terrace approx. 80 ft x 20 ft totalling to 4.5 nalis=one bigah .For best results plants are grown at a distance of 18” from each other i.e.4 plants per 2.25 sq ft or 8-10,000 plants per bigah (8100sqft=1 bigah ) Each plant gives 1 Kgs of Rosemary(Exp. Quality and .5 Kg of oil quality Which gives a gross return of Rs 1,00,000 Plus leaves 2500 Kgs for making oil Present income per family is about Rs.24,000 per annum well below the poverty line
MEDICINAL AND OTHER USES
Rich in flavanoids and phenolic acids which are antiseptic/anti-inflamatory.More effective than rutin in capillary fragility reduction Source of Rosmarol which has high antioxidant activity. Used as an astringent,cardiac, carminative, cholagogue, diaphorectic, emmenagogue, nervine,stimulant,stomachic tonic, cure for toxic shock syndrome.Treatment for colds, catarrh, headaches,gastric disorders,low fevers,sore throat,flatulence,nausea,menstrual pain,insomnia,. Repels insects from neighbouring plants.Dried leaves keeps moths away from cupboards.Cure for dandruff etc.

FARMERS' TRAINING:
Minimum 5 people per village are to be trained for six villages.Total 30 Boarding and lodgings for each costs Rs.250 per head per day for 30 days = Rs.2.25lacs Training includes bed preparation, manuring, watering,plant protection, harvesting, storage, transportation techniques.
INCOME COMPARISON:
The farmers are presently living below poverty line earning maximum Rs.24,000 per annum per family With 10,000 Kgs of export quality herb @ Rs. 10/- per Kg (min buy back price) the income is well over Rs.1,00,000 per annum PLUS 5000 Kgs of oil quality herb which is a bonus

THE PROPOSAL
The campus proposes to provide , a club house with a restaurant, a snooker table, a T.T. Table, family camp fire/bar-be - cue area, a Shiv Temple, conference area for prices begining at Rs 4.99 lacs . What more you can sell it at a premium too to get capital appreciation. Keep it locked as your private hut and get capital gains and pay for it's maintenance or let it out when not in use!!.
So.. why pay Rs.3000-5000 a night at a "concrete hotel" and live in a concrete jungle when for a price of a two month holiday rental you can "own" a hut!!The huts shall be made as per the specifications given by the contractor and you.
The huts are proposed to be built on terraces of size 23' X 80' approx. Five huts on a terrace, separate huts offering approx verandah size 12'X7', bedroom size 12'x15', toilet/bath and kitchen size 5'x7' each. Time of construction approx one month. Adjustments can be made with the contractor. So catch it in time before the season!!

Eco Tourism Resort and Spa Management School

The existing building with minor alterations can house four class rooms of 300sq ft each, a basement library as well as a model hotel room for training purposes. The concept is explained below.The open roof top when covered will give a multi activities hall.

Hostel accommodation can be provided on terraces by leveling them out as per the sample displayed making three dorms 80ft X 23ft. The top terrace can be developed into a health spa 80'X40'.

When the resort 'n' spa school term gets over it can be used to house bonafide tourists for extra income at the SPA.

PROPOSED HEALTH SPA: As we have water under gravity one can introduce water massages as in a Jacuzi and also hydro therapy along with Ayurvedic, Thai and Swedish Massages and serve health foods in the restaurant. All forms of traditional Indian Medicine/Alternative medicine be adopted for rejuvenation of the executives. The hostel can accommodate 100+ students in the first year. Affiliation with the HNB/UTU can be obtained. The traditional hotel management courses only train students for 5 star hotels which means export of valuable manpower.This Himalayan region needs training to be imparted to students from regional areas to develop their own areas introducing an active Enterpreneurship Development program:- How to obtain loans from banks, avail subsidies under various heads which have been brought into effect for the benefit of the state to give impetus to development.Sustainable tourism is the need of the hour.Our education should be such as to suit contemporary times.An extra-ordinary bubble technology hostel can be built at a very low cost.

The schools income per annum could well be 100 students multiplied by Rs.2 lacs per head including full board lodgings and tuition in the first year. In the second year more floors(upto 12 Mtrs high) could be added to the existing building to increase the hostel space adding a terrace restaurant too which would earn extra income during the season as well as provide industrial training to students!

The multi purpose hall could be used for presenting cultural programs to visitors while they enjoy a traditional Garhwali meal and students could gain "Hands-On" experience at handling cultural groups too.

During the off season/holiday time the "Bubble Hostels" could well be used as nurseries to grow saplings of endangered species of endemic plants for in-situ rehabilitation.The landscaping of the "Resort N Spa Management School" would be an ideal example for the area to be adopted in other parts of the new state of Uttrakhand as this would give impetus to both Tourism and Herbs, which the government agrees, form the backbone of Uttrakhand's economy.

A project cost of Rs1.5 crores

plus

the cost of the existing building and land (Rs1 crore-negotiable).

RECOMMENDATION: Resort & Spa Management School is the best bit as it is low on cost, high in returns serving many social objectives and giving subsidies and tax benefits. The school provides full time occupation for 9 months in the year as well as an opportunity to run a resort.

How to transfer land/property in the name of the promoters outside the state?

A government approved project can allow total freedom.

However

a slower path is best explained that four partners buy 250 sq meters each(@Rs 25 lacs each) and develop a four floored/storeyed home for two or more families.
